China's Thinking, Part I

The next few weeks I’m going to have some bits on China. First
up, the thoughts of President Hu Jintao. If you think true
political liberalization is in the offing, think again. Separately, in
keeping with the 10-year anniversary of Hong Kong’s handover
to the mainland, Hu stressed the central government remains
committed to the principles of “one country, two systems,”
“Hong Kong people administering Hong Kong” and a high
degree of autonomy. Just don’t look for Beijing to allow Hong
Kong’s residents to select their own leaders anytime soon.

Chinese President Hu Jintao once again stressed the importance
of implementing the scientific concept of development,
promoting social harmony and building an overall well-off
society, ahead of the 17th national congress of the Communist
Party of China (CPC) later this year.

“Under the current international backdrop, China faces
unprecedented opportunities and challenges, which require us to
have a clear view of today’s China and the world, meet new
demands of development and new expectations of the public,
draw experience and make scientific guidelines,” said Hu.

He told provincial heads at the CPC Central Committee’s Party
School that all Party members should “remain sober” and always
keep in mind the real situation of the country.

Hu stressed that it was necessary to scientifically analyze the
opportunities and challenges that China was facing in economic
globalization, and the scientific concept of development should
be implemented in the process of industrialization, urbanization,
marketization and internationalization.

Since the 16th CPC national congress in 2002, the CPC Central
Committee proposed the scientific concept of development
which focuses on a people-oriented, overall, coordinated and
sustainable development, said Hu, also chairman of the Central
Military Commission.

He reminded officials to combine the policy of reform and
opening-up with a Chinese-characteristic socialist development.

As to the economy, Hu emphasized the building of an energy-
efficient, environment-friendly society and the improvement of
the basic economic system centered on public ownership while
“unswervingly” encouraging and maintaining non-public forms.

“To develop socialist democracy is our long-term goal,” he said.
“The government should expand political participation channels
for ordinary people, enrich the forms of participation and
promote a scientific and democratic decision-making process.”

Hu said the government should focus on problems of immediate
interest to the public, such as education, employment, social
securities and health care.

Enhancing the construction of the Party is the key to creating a
new situation in building socialism with Chinese characteristics.

President Hu Jintao stressed this important thought in his speech
at the Party School. He gave a profound exposition on the
importance of the Party’s self-perfection and further charted the
direction of the Party’s construction.

What kind of Party should we construct and how are major
questions concerning the fate of the CPC and the country
answered. To adhere to the principle that the Party exercises
self-discipline and is strict with its members in advancing the
great cause of Party construction is the clear answer to this
question.

In the process of promoting socialist modernization, China faces
a complicated environment and strenuous tasks as well as
unprecedented opportunities and challenges. We should
scientifically judge the situation and master the historical
missions, enhance the Party’s skill of leadership and raise the
Party’s capacity to resist corruption, prevent degeneration and
withstand risks.

We should continuously enhance the creativity, rallying power
and combat capability of the Party, strengthening its leadership
in guiding the people to build socialism with Chinese
characteristics.

All members of the Party should study and implement Marxism-
Leninism, Mao Zedong Thought and Deng Xiaoping Theory, the
important thought of Three Representatives and the scientific
concept of development. The organization construction of the
Party should be enhanced to build a great team .

All Party members should adhere to the Party’s mass line and to
the purpose of serving the people heart and soul. We should
regard the people’s interests as the starting point and goal of all
our work.

The struggle against corruption concerns the survival of the Party
and the country. Party committees at all levels should fully
realize the long-term, arduous and complex nature of the work.
In the efforts to combat corruption, it is essential to tackle the
root causes. An overall system that emphasizes education,
legislation and supervision should be built to prevent and punish
corruption.

All Party members should have a clear understanding on the
issue of Party construction and raise consciousness in its
implementation. That is the way to guarantee the vigor and
vitality of the Party.
